The One Big Beautiful Bill Act (OBBBA) of 2025 introduced additional complexities to solar supply chain & hardware processes. To avoid milestone disruptions, it's incumbent on installers to ensure they have a strong grasp on our AVL and key hardware concepts.
Key Terms & Concepts to Understand:
AVL | Details: Our Approved Vendor List, providing all available equipment manufacturers eligible for solar installations. Focus: Installers are responsible for adhering strictly to our AVL when executing installations. Bottom Line: Start with our AVL. If a manufacturer is not on our AVL, it cannot be used, full-stop. |
FEOC | Details: Foreign Entity of Concern (China, Russia, N.Korea, Iran) Focus: Who owns and controls the companies in a supply chain Goal: Starting in 2026, certain % of project value cannot be tied to a Foreign Entity of Concern, mainly focused on China. Bottom Line: Installations must achieve the minimum compliance (%) threshold. If the minimum threshold isn't met, it cannot be accepted, full-stop. |
Domestic Content | Details: An optional program whereby installers can use US-based components to gain additional EPC payment value. Focus: Where the equipment is manufactured Goal: Option to gain additional ITC value via USA-based components Bottom Line: Domestic Content is an optional way for installers to drive additional upside on installations. It is pseudo-related to, but distinct from, FEOC. |
ITC Calculator
| Details: Palmetto's ITC Eligibility Calculator is available to admin users within the portal. It details specific percentage values for each equipment SKU. Goal: Give partners the ability to confirm FEOC compliance (mandatory) and Domestic Content Eligibility (Optional), in advance, with a detailed breakdown of installation components. Bottom Line: Installers should be best friends with this calculator. Use it as your source of truth to confirm FEOC compliance. |
Safe Harbor
| Details: An equipment procurement process whereby Palmetto secures equipment for our solar partners in advance. Partners do not have to have safe harbored equipment to install (just use our AVL & ensure FEOC compliance) [2] The Buffer: To provide a small short term cushion against new 2026 FEOC requirements. The scale of this short term buffer is small, and involves only a few select partners with select equipment bundles. The Bottom Line: For most partners, Safe Harbor isn't a process they need to worry about in the short term. Just ensure FEOC compliance and adhere to our AVL, acquiring equipment through your normal processes. We'll have additional guidance late in 2026/early 2027. |

[Feoc A] Overview
The One Big Beautiful Bill Act (OBBBA) enacted the 2026 Foreign Entity of Concern (FEOC) provision which attempts to reduce reliance on supply chains tied to covered foreign nations (China, Russia, North Korea, Iran). Starting on January 1st, 2026, solar and energy storage projects must meet new sourcing thresholds or lose the ITC value. From January 1st 2026, this means that FEOC-compliant installs are required across all Palmetto installations, and many panel manufacturers owned by or tied to Foreign Entities of Concern will be removed from our AVL.
It's important to understand that FEOC is a distinct concept, but does dot lines to other installation concepts. See below for additional detail.
FEOC Focus | FEOC Compliance focuses on who owns and controls the companies in a supply chain. This is distinct from Domestic Content, which focuses on where equipment is manufactured. While the concepts have some practical overlap, they are distinct. Bottom Line: FEOC provisions aim to move installations away from Chinese-owned or tied equipment manufacturers. Domestic Content compliance does not equal FEOC compliance. |
Calculator | Palmetto offers a detailed eligibility calculator for admin users in our portal. Admin users can select the "Tools" dropdown. Our AVL details approved manufactures. But specific SKUs, and their FEOC-compliance values (%) are available only in our calculator. |
FEOC Goal | Starting in 2026, certain % of project value cannot be tied to Foreign Entity of Concerned (for practical purposes of residential solar equipment, this is focused on China). This means that all installations must be FEOC compliant starting on January 1, 2026 (defined by “Install Submitted” date). |

How FEOC Works | Palmetto works directly with OEMs (manufacturers) and distributors on a robust set of qualifying paperwork and analysis. Each piece of equipment then goes through a deep diligence process with our tax partner, Deloitte. This process is robust and time consuming, requiring patience and diligence by all parties involved. Based on federal guidelines, each piece of equipment used in solar installations is assigned a unique percentage, based on the entity which owns the manufacturing process. That total percentage must meet the minimum threshold. Calculations are already curated for our partners. Partners will note that calculations rely on the current Domestic Content tables-- but substitute the who (FEOC) for the where (ITC-DC). Put plainly: there is overlap in the underlying calculations for determining both FEOC and Domestic Content eligibility, but this does not mean that the two are synonymous. Partners should understand that we actively work with industry stakeholders to review compliance and make as many options available as possible, within the confines of federal law. We cannot bypass our formal review process-- this means that verbal confirmations of FEOC compliance, rumors, etc can't be considered. If some person or entity has given you an indication that a piece of equipment is compliant, but it is not showing up on our AVL or calculator- this means that the formal process has not been executed. There is no submission process required for installation partners to submit things for review into Palmetto- we handle this directly with manufacturers and our tax advisor. |

[FEOC B] Key Things to Know
Current Challenges and Uncertainties
Political Shifts: FEOC and Domestic Content policies will likely evolve significantly over the next 6–12 months.
OEM Transparency: Limited information from manufacturers at the moment makes it difficult to verify compliance today. We are working with manufacturers to compile information and certifications.
FEOC Calculations: Determined by PFE (Prohibited Foreign Entity) ownership and supply chain involvement, not just manufacturing location. Importantly, Domestic Content compliance does not guarantee FEOC compliance.
Ongoing Initiatives
Portal FEOC Calculator: Calculator is live and available to admin users in the portal. See details above.
Supply Agreements: We have secured FEOC-compliant panel supply (including REC, QCells, Silfab, Hyundai, Sirius PV, and others) for all LightReach installs. More to come soon on allocation process of these materials.
Safe Harbor: We have already executed a significant safe harbor of materials, and execution of additional safe harbors is in progress to ensure supply security. See section D for more details.
Guidance for Partners
Communication: Keep open communication with Regional Managers, Distributors, and OEMs. Confirm hardware selections with RMs and update forecasts regularly.
Supply Chain Prep: Favor proven, non-FEOC entities (REC, QCells, Silfab, Hyundai, Sirius PV). Avoid major long-term hardware commitments until policy clarity improves.
Monitor Palmetto LightReach: Expect updates (news.golightreach.com and this article) as things evolve. We are securing panel supply for our EPCs in a number of different ways, including via Supply Agreements and Safe Harboring.

[ITC-DC A] Overview
The Inflation Reduction Act of 2022 boosts residential solar projects with an additional ITC value for using U.S.-made materials.
LightReach offers the option to enroll in the Domestic Content (ITC-DC) program, and receive a higher EPC price per watt as a result. This process is optional for qualified installers and requires specific eligibility criteria (details below) to be met. It is important to note that the DC Eligible Equipment is subject to change and requires careful planning + strict adherence.
To be eligible for domestic content pricing, the equipment selected on the install must meet 50% domestic content value.

What's Required for Enrollment? | 1) Example BOM (Bill of Materials) that Installer intends to use 2) Sales Forecast 3) Addendum Signature |
Installer Expectations | 1) Installer must be in good standing with LightReach, including install approval rates and compliance. 2) LightReach will review requests in the order in which they were received. This process may take a few days. Partners should review status updates on their ticket. 3) Out of fairness to all partners on the platform, LightReach support cannot expedite enrollment requests. 4) Exact ITC-DC pricing values are confidential to installer leadership. PLR will share additional ITC value with installers in the form of a higher EPC payment. Exact values are generally standardized by tier. |

[ITC-DC C] Quoting and Pricing
All sales will follow typical M0 Guidelines to receive NTP.
After successfully enrolling, distinct domestic content pricing will appear in the quoting tool when creating a quote. Once the quote has been created for a project, it will resemble the image below in the quoting tab: To verify whether a project qualifies for Domestic Content pricing:
Navigate to the quote section under the account in the LightReach portal (located below the Underwriting/Credit App section).
Check pricing details:
If you see a "DC Boost", this indicates domestic content pricing is enabled for that account and project.
If there is only one price visible (without the "DC Boost"), this means the project does not qualify for DC-related benefits.
Successfully install with Domestic Content? Installer will receive payment based on the "DC Boost" price.
Install without Domestic Content? Installer will receive payment based on the "Non-DC price", aka standard, default pricing. There is no bespoke 'penalty' for installing non-DC; rather, the installer would simply not receive the higher, boosted amount.

[ITC-DC E] Milestone Submissions
Organization “enrollment” for Domestic Content is for 100% of projects. However, an EPC will confirm at the Install Milestone submission on an individual account level if domestic content was used.
Organizations will complete an Attestation at M1 submission, where the org must indicate whether the installation used Domestic Content or not.
Yes, ITC-DC was used = Install will be reviewed for ITC-DC requirements
No, ITC-DC was not used = Install will be reviewed as a standard review + pricing will adjust back to standard "Non-DC price" amounts.

Projects that are eligible for Domestic Content will have a slightly different Install Package Submission flow
Partners are required to confirm System Design & Domestic Content Qualification prior to full package submission
Partners can "Update Design" from Install Package, requires going back to DC System Design page and re-calculating
Outside of the standard M1 Submission Package Deliverables and Photosets required at the M1 Installation Milestone, organizations will need to provide additional documentation that a submitted install has qualified for Domestic Content pricing and benefits.

7 | What % do I need to achieve to have a project qualify for ITC-DC? | As of January 1st 2026, a 50% domestic content value threshold is required to be met, but installers should bear in mind that this threshold will increase by 5% each year, meaning that on January 1st 2027, the threshold will be 55%. |
8 | Will Storage selection provide an additional boost on ITC-DC pricing? | PV provides an avenue ITC-DC boost. PV + Storage provides an avenue to a larger ITC-DC boost. Storage-Only does not provide an avenue for a boost. |

[Safe Harbor A] Overview
Safe Harboring is a process whereby Palmetto purchases large orders of equipment in advance, to be allocated to our EPC partners. In addition to broadly supporting FEOC compliance, this serves to
[1] The Priority: To extend the 30% ITC (48E) through 2030, ensuring our financial product remains competitive.
[2] The Buffer: To provide a small short term cushion against new 2026 FEOC requirements. The scale of this short term buffer is small, and involves only a few select partners with select equipment bundles.
Palmetto has already executed, and will continue to execute on, our Safe Harbor strategy to support both FEOC compliance and Domestic Content optionality. For most partners, Safe Harbor isn’t a concept they need to worry about in the short term– we’ll have additional guidance in late 2026/early 2027
The Basics | All installers must be FEOC (Foreign Entity of Concern) compliant, and use equipment on our AVL. Installers should simply procure equipment via their normal processes--Using safe harbored equipment in 2026 isn't necessary in the majority of cases. |
Who can Safe Harbor for TPO products? | Palmetto LightReach. Individual installers cannot Safe Harbor directly for LightReach sales, due to fine print complexities. For the avoidance of doubt, there are no workarounds to this. |
What's the Process Look Like? | For those few select partners participating in Safe Harbored equipment in the short term, the process involves:

What is Palmetto's strategy geared toward? | We are primarily focused on the front of preserving the ITC value, thereby maintaining our competitive pricing. Shorter term use of Safe Harbored equipment as a Buffer is small in scope, and involves only a few select partners with select equipment bundles. For the avoidance of doubt, if you have not already directly worked with Palmetto leadership on a specific shorter term safe harbor, we will not be able to make any other special accommodations. |
How will Palmetto's Safe Harbored equipment be allocated? | Formal process to be announced in late 2026/Early 2027. Direct Pay will remain optional, and pricing will not be expressly directed by Palmetto (IE partners will have flexibility to use their existing distributor SPAs as desired). |
