Overview & Disclaimer
All sales require completion of closing tasks to be cleared in order to achieve Notice to Proceed (M0). These standard items are required on every sale. They are designed to:
Protect the homeowner via secure document uploads
Protect PLR and Installers by affirming the sale
Ensure the customer is set up for long term success & system monitoring
NTP (M0) status signals that the homeowner has been qualified and completed their sale requirements. It does not mean that the physical site has been vetted.
[Freedom within the Framework] It is the responsibility of the installer to ensure that the site and installation meet all requirements detailed on our knowledge base.
Standard NTP Requirements
The fastest path to NTP is through the homeowner's web portal account. The web portal invite is sent simultaneously with the contract, via Email (accessible via web browser or via app download). Homeowner portal link: home.palmetto.com

| All homeowners must complete identity verification. The homeowner web portal is the secure option to upload the ID for auto verification

Title | All homeowners must complete title verification. Most accounts will auto verify, but if necessary, homeowner may be prompted to upload title verification documents through their web portal.

From 3/1/26 Utility Bill | From 3/1/26, all new sales will require a valid Utility Bill. Based on the bill, additional system restrictions may apply.
Acceptable formats: Full paper or digital copy clearly showing [1] name & address, [2] balance, [3] rate plan, and [4] usage.
Secondary Restrictions: Based on the provided bill, the following restrictions will apply.

ACH | All homeowners must complete ACH setup. The homeowner web portal is the secure option to upload the banking information

Contract | The LightReach contract is sent to the homeowners email via DocuSign. Homeowners can alternatively sign the contract within their home.palmetto.com account.

Clear Facts Disclosure | A simple, non-invasive order summary. Homeowner 'checks' key details of their Energy Plan and 'signs off' on their order details. This feature helps recap key order details and reinforces the sale. Completed in a matter of seconds.

Sales Rep Recheck Verification | Recheck verification required for all sales reps.

Administrative Stipulations
Installers may see a stipulation applied on customer accounts in the portal, typically applied the next business day after a contract has been signed. The two most common stipulations are consumer protection-related.

Upon completion, the stipulation will automatically clear
This stipulation has a similar look and feel to our standard Clear Facts Disclosure NTP task, and features a more robust secondary checklist. It is applied when higher-risk factors are identified on the customer's account, including but not limited to age (All customers over the age of 65 are eligible for the stip). The stipulation can only be deployed after the initial sale, typically the next business day after a contract has been signed.

LightReach may require secondary verification from installers on accounts with higher-risk factors, at the discretion of our underwriters. Higher-risk factors include but are not limited to pricing, age, or market NPS scores. In such instances, installers are responsible for providing LightReach with a reasonable copy of the installer's verification step(s).
In general, the criteria for these stipulations is standardized. However, if extreme risk factors are present, PLR underwriters may, at their discretion, provide specific instructions about approved format and call criteria (for example, requiring only a call format). D | Sign Up vs Sign In | SIGN UP: Customers are sent a unique sign up invitation at point of sale via Email. Single click to complete sign up.
LOGIN: Once the customer has completed their sign up, they can login anytime at home.palmetto.com using their email. OTP (One time passcodes) are used for sign ins. No traditional password setup necessary.

E | Does the customer get a copy of the Clear Facts Disclosure after they sign? | Yes, a copy is emailed to the customer once they have completed the task in the customer portal. |
F | Can the customer use the same email for multiple projects? | Customers can have one email per unique property address. This ensures customers can monitor each individual system with an individual login.
