This article details our current incentives deliverables required at Install (M1) milestones on all LightReach sales. There are two primary considerations:

  1. System Pre-Requisites: Sales requirements pertaining to the system that are necessary to qualify for incentives altogether.

  2. M1 Documents: Documents and submission items required as part of the M1 package in applicable markets.

Failure to follow pre-requisites or submit incentive requirements will result in the rejection of M1 milestone.

System Pre-Requisites by State:

State

Pre-Requisite

CA

CA RPS Incentives

  • In PG&E, SCE, and SDG&E, system cannot exceed 150% of customer's previous 12- month consumption, or projected consumption if new construction or less than 12 months of usage history, or 150% of projected consumption if recently changed usage pattern (for example, with a new EV purchase).

  • Revenue Grade kWh Production Meter certified to ANSI c12.1-2008 standards required.

  • Array photos must clearly show each panel so they are countable.

CT

Connecticut RRES (Eversource & UI only)

  • Background: The Connecticut RRES program is the current "incentive" program in the state. In essence, it's an "incentive" of having net metering. Paperwork for this program is generally considered among the more complex in the country. There are both paperwork pre-requisites, as well as general system pre-requisites.

  • Paperwork Pre-requisite 1 of 3: Palmetto requires all systems to be sold, applied for and installed under the RRES Netting option. No other options will be accepted.

  • Paperwork Pre-requisite 2 of 3: Payment Beneficiary on the RRES Application to be the customer of record (terminology note: RRES application is synonymous w/ Interconnection Application). This is required because while there is no monetary incentive for the majority of homeowners, the program may qualify some Low-Moderate-Income (LMI) homeowners with a small discount. LightReach is not involved in any way with this LMI discount; if the customer happens to receive it, great. Selecting the customer of record as the payment beneficiary also allows the Vendor ID field on interconnection documents to be skipped/bypassed when filling out interconnection paperwork.

  • Paperwork Pre-requisite 3 of 3: All applications issued from January 1, 2025 require the system owner to show Palmetto Solar, LLC. Note: If the system owner shows anything other than Palmetto Solar, LLC & the Date of Statement of Qualification is January 1, 2025 or later - milestone will be rejected.

  • System Pre-requisite 1 of 3: Inverter nameplate cannot exceed 25 kW AC

  • System Pre-requisite 2 of 3: Expected annual production cannot exceed 105% of the customer's highest annual consumption over the past 5 years. Systems intended to be built in excess must indicate the customer's intention to purchase up to 2 electric vehicles or a whole home heat pump.

  • System Pre-requisite 3 of 3: If applicable; Homes constructed prior to Jan 1, 1980, must complete a Home Energy Assessment or a qualifying DOE HE Score or WAP Assessment. This is completed as part of interconnection approvals.

Wash. DC

DC SREC Incentives

  • System cannot exceed 180% of customer's previous 12- month consumption.

  • Revenue Grade kWh Production Meter certified to ANSI c12.1-2008 standards required.

  • Array photos must clearly show each panel so they are countable.

MASS.

MA CLASS I SREC Incentives

  • Inverter nameplate cannot exceed 10 kW AC.

  • Revenue Grade kWh Production Meter certified to ANSI c12.1-2008 standards required.

  • Array photos must clearly show each panel so they are countable.

MD

MD SREC Incentives

  • System cannot exceed 200% of customer's previous 12- month consumption

  • Revenue Grade kWh Production Meter certified to ANSI c12.1-2008 standards required.

  • Array photos must clearly show each panel so they are countable.

NJ

NJ ADI/SREC-II Incentives

  • System cannot exceed 100% of customer's previous 12- month consumption

  • Revenue Grade kWh Production Meter certified to ANSI c12.1-2008 or ANSI c.12.20 standards required.

  • System size changes: System size increases larger than 10% (kW DC) after initial registration require a new application submission.

  • Co- location: Is not permitted under the ADI Program. All facilities must be serving separate net metering customers.

Ohio

OH AEPS Tier I Incentives

  • Inverter nameplate cannot exceed 25 kW AC.

  • System cannot exceed 120% of customer's previous 12- month consumption.

  • Revenue Grade kWh Production Meter certified to ANSI c12.1-2008 standards required.

  • Array photos must clearly show each panel so they are countable.

PA

PA AEPS Incentives

  • Inverter nameplate of installed system cannot exceed 50 kW AC.

  • Revenue Grade kWh Production Meter certified to ANSI c12.1-2008 standards required.

  • Array photos must clearly show each panel so they are countable.

IL

IL Shines / ABP Incentives

  • Revenue Grade kWh Production Meter: certified to ANSI c12.1-2008 standards required

  • Array photos: must clearly show each panel so they are countable

  • DG Rebate Terms and Conditions: Signed & dated if ComEd

  • Photo(s) of correct Smart inverter settings selected

  • Disclosure form will automatically generate as a "roof mounted" system, even if ground mount is selected. Homeowner should proceed forward with signature, as this will not impact M0/M1/M2 approval.

  • Utility Account vs Contract: If the Utility Account holder and Contract holder are different people, the relationship between these persons must be made clear. See table below.

RI

RI Net Metering

All systems must be enrolled in Net-Metering program (Not FiT/Regrowth)

M1 Documents: Submission Requirements

Installers must ensure that (1) All required documents are present and (2) System details, where applicable, match installation & other installation documents (for example, system size on incentive docs must match system size on planset).
